Always remember it's not only free will that GOD gives us.. He also has provided a way of escape in the mess that we have created for our downfalls. Deliah kept asking Samson what his power was at anytime before Samson informed her of the truth Samson had a way to escape her manipulation!
Samson really liked/cared about Deliah so he didn't take the escape route He just decided to tell her the truth at last.. So I believe God knew what mistakes Samson could do/would do but allowed
