I can think of possibilities, but you don't say.
Was it maybe because this is the opposite of American ideals - what could happen in the total absence of a Bill of Rights - and therefore belongs on the Mall? A warning as to where civilization could descend to?
Or is this a recounting of the deeds of an enemy the United States fought and defeated?
Or is that a significant number of American citizens or their ancestors lived through that?
